Legal Question in Criminal Law in California

someone stold my dads truck in 2005 and now put a lien on it and now own it i want to know what i can do about it

This is not a criminal question. Probably nothing. They probably did a lien sale and you were notified but didn't act. I don't think even if you could show there was not notice it has probably been too long for them to even want to grant you relief.
