expulsion/grievance

Which college is it? Usually a grievance is filed in a union-administration dispute. I am asking this so I can search the college for the proper procedures vis a vis an expulsion. Usually an expulsion is not brought by the director/head/chair but by one of your instructors. When did this happen?
