Legal Question in Education Law in California

If I registered for a class at a community college in California, but I never took the class, can the college charge me a late me? Apparently they are charging me a fee plus a late fee from 2009 and are billing me right now? Is this legal? It's been almost 3 years; I've never attended this college nor took a class. Is this legal?

Of course it's legal. If you signed up for a class and agreed to pay for it, and did not follow any proceedures they may have had to drop the class in any refund period, it makes no difference if you then didn't go to class. If you order something and agree to pay for it, it doesn't matter if you never use it. You still owe the money if you don't follow any return process that may be available.
