adoption of a foster child's baby

If a 16 year old foster child has a baby that is not detained, does she have the legal right to place her child in a family of her choice without the counties permission. This is in California. She wants to have a say in who adopts her nondetained child and the cps worker is stating that she has no rights?

Unless the baby has been removed by CPS and there is a court order finding that the baby is a ward of the court they have no jurisdiction. I have not been involved in a case such as this, but have represented minors that are parents. The minor's parent have no control over the minor;s child. The mother of the baby should not sign any documents regarding the baby without consulting with an attorney.
