Legal Question in Family Law in California

I'm not sure why you would need anyone to "facilitate" a confidential marriage. The only difference between a confidential marriage and a regular one is that when you go down to the county clerk to take out the marriage license you ask for a confidential license instead of a regular one, you have to provide a little more information than for a regular license, and when you have the marriage ceremony (which still needs to be done by a person qualified under California law to conduct weddings) you don't need a witness to sign the license before you file it back with the clerk.
