Child support

My X is $35000 in arrears on child support payments. He is self employed and I believe hiding his money. Is it legal for me to contact his clients and offer them the option of paying for his services directly to Orange County Family Support? (effectively garnishing his wages) I have a lien on his credit.

No. You could obtain a court order for a keeper to be placed in his place of business. Assuming that he regularly has customers coming in or receives payments on a daily basis.
