custody was granted in arizona and i now live in california if i want a modification do i have to file in arizona

Yes. As long as either parent still lives in AZ, they have the right to keep the case there for all purposes. If both parents have moved out of AZ, however, you can file fairly routine proceedings to get the case transferred to where the kids now live 50% or more of the time.
