i need the definition of family code 3130 and 3131 in common words

3130 basically directs the district attorney to make sure that a person who has a child with them and who is subject to a custody case and/or temporary custody order actually shows up at the hearing with the child as ordered, but only if the person with the child has taken the child to an unknown location, or if there is other reasonable cause to believe the person will not show up to the hearing as ordered.

3131 directs the district attorney to take action against a person who does not comply with a custody order issued after the hearing.
