Legal Question in Family Law in California

Father left state wants custody.

My daughters boyfriend left her and her children in Louisiana to go back to California to collect social security.He will not come back here because he will make more money out there.He is going to recieve SSI because he has done so many drugs in his 29 years of life that the grooves in his brain have become smooth and he told the doctor that when he walks down the street he wants to kill everybody he sees.He still smokes pot and has a criminal record,he also has three other children from different women out there and he is not paying support to any of them. Does she have to go out to California to fight for custody? What should she do?

If she and the children are residents of Louisiana, she needs to file in the Parish where they live.
