Grand-daughter of relative

My sister-in-law is on social security disability. Her daughter is on drugs & has a daughter 12 yrs. old. My s-i-l was told by a counselor that she gets no grandparents rights if her daughter chooses because she is on SSI. We are in CA. Is this true?

Grandparent rights are very limited, but are not dependent upon financial status. Rather the most important factor is the relationship between the grandparent and the child.
