Legal Question in Family Law in California

Hi,

I am trying to help a friend to obtain a birth certificate for a birth that was never recorded. My friend's birth mother gave birth to her out of wedlock. She gave the baby away quickly after she birth to a couple to take care. She was never legally adopted. The couple are part of a circus family that always on the move. My friend has a social security card, but can't get a identification card without a birth certificate. Without those information, she basically does not exist.

You can't get a social security card without a birth certificate. Your friend needs to find out where she was born. There will be a birth certificate available in the county in which she was born.
