Legal Question in Family Law in California

My husband has had full custody of the two children he and her adopted at birth. She has not seen them in a few years...he has had full custody for over 4 years. I have been raising them as my own and I would like to know if there is anyway I can legally adopt them. She has had years to comply with a court order to overcome her alcohol addiction and regain some sort of custody but has done nothing.

Yes, you and your husband can initiate a step-parent adoption just as if they were his biological children. Whether or not she would object and how the court would respond to any objection is an issue of detailed facts and circumstances that can't be answered based on an internet posting. You would have to consult with an attorney in person on that.
