Legal Question in Family Law in California

Hi, my husband and I have two kids and we're separated, no legal action has taken place yet and have been trying to civilly make custody times set with the kids. This weekend we agreed that I would pick them up on Monday before he went to work and when I showed up for the swap, he wasn't there, he lives with his parents so I went to go pick them up at their home since I know my husband is at work and don't think it fair for my two toddler daughters to get left with their grandfather for 12 hours while he's at work, but when I showed up they weren't there neither. Can he continue to withhold the kids from me while he's at work by having his dad take the girls somewhere knowing that I'm trying to pick them up. Please help.

Yes he can unless and until you get a court ordered schedule in place.
