The facts that you have provided are not clear

enough and/or complete enough to provide a

definitive answer to you inquiry.

However, if there was a court order establishing paternity and requiring your father to pay child support it is enforceable by your mother and/or you essentially forever. If there was no court order then you are probably without remedy. Child support orders can only be retroactive to date of filing.
