Legal Question in Family Law in California

(PAST) Mother moved children out of state. No custody order was in place at the time. Father took legal action to get kids back. Father lost, children stay with mother in new state. (CURRENTLY) Father and mother are working out visitation. Who has to pay for Father to visit the kids in new state or for kids travel back to see father?

Assuming these court orders came out of California, you can return to court on the request for order to resolve this issue if the parties cannot reach a stipulation. If the court orders concerning parenting comes from the new state where the child and parents live, you should consult with an experienced family law attorney in that jurisdiction.
