The case of the fly-away bedframe....who should pay? It was a hit and run!

I saw three 18 year old (approx.) guys drop a bedframe on my car when they were helping my neighbors move in. I was alone so I noted which apt. they moved into. Later I filed a police report, took pics, called the ins. co. and confronted my neighbors about it. They said it was their mom's bed that was moved (who they live with), and they will get the # of the guy most resp. for dropping it although he won't admit fault. (a friend of theirs) After four mis-leading attempts to get payment for the damages to my car, my neighbors are becoming ill-tempered and aggressive, slamming their door in my face and yelling at me saying they know the law, they aren't liable. I live directly across from them, and I am scared they may do something irrational. Their mom doesn't know what is going on, and assuming they are underage I got her name from my landlord so I can take her to small claims court. I have prepared a letter as a final request for compensation, and I plan to send it to her when I move in 2 months. Should I send it now or wait? And, are they right - are they not liable for their furniture while it is being moved? Does the fact that I saw it happen not help at all? Please help - thank you so much! Any advice would be wonderful!

Not only sue them, but sue the mother, since she negligently entrusted her bed frame to those bozos.
