Civlil case need advise

I am possibly going to be going into a civil case with my x best friend which was my roommate. He is withholding some of my belongings in his garage wich is keeping me from getting work. He is stating I owe him rent when I moved out of the apartment and also left in the correct amount of time. I guess all should be known that I did not have the money for rent so I vacated ASAP so he could get another roommate. I also paid a month in advance when I moved in. Now he is threatening me and my fiancee and saying that I'll get my stuff when I pay rent. I don't live there. I am loosing money cause he won't give me my tools out of the garage which are mine. I need advise or some help in regards to how to persue this or what I might need to do. Any help is greatly appreciated.

You are in a tough situation.

The basic rule is that a landlord cannot keep a tenant's property, even when rent is owed. In this case it looks like your friend is the landlord and you are the tenant.

If I were you, I would make one last effort to get your tools, then go to the police.
