Dog attacks my dog and causes injuries

As I walked my two dogs on leashes in my neighborhood a dog came out from an open garage we were walking by and attacked one of my dogs. I yelled at the dog and then pulled the dog off of my dog. One of the residents came and got the dog from me. I checked my dog and found a bite on her back. We talked to the owner of the house and he said he would pay the vet bill. Then when I brought him the bill for the vet he said that he would only pay half because his daughter told him that I was on his property. I told him I was walking the dog on the sidewalk when the incident occured. He did not seem to care and then told me he would not pay anything. What can I do legally to recover the cost of the vet bill?

Sue in small claims court if your damages are less than $5,000.00.
