dog hit by a car

My son was walking the dog and the dog got away. The dog foot was ran over by someone (16 year old) who was driving down the street. Friends who were with my son asked the driver if he saw the dog. he responded he was high and you can't see to well when you are high. I spoke with the driver's mom and her response was that the dog was not on a leash. I have not informed her that there have been statements that her son was high. Does the driver have any responsiblity towards the vet bills?

probably. go to small claims court.

I think you should report it to your local police. Have a copy of the police report and medical costs with you at your small claims court hearing and provide a copy to the other side. Good luck.
