Harassment by Neighbor/President of HOA

Are there lawsuits for damages because of continued harassment from a neighbor who is also the President of the HOA. I understand restraining order, but what about monetary damages, in order to stop the abuse? These harassments cause me extreme emotional distress and affect my ability to work
