The landlord of the motel where i live is withholding my mail and i never recieved a letter telling me of my court date ,can i ask for a stay of judgement

A stay of judgment is only available as part of a timely and valid appeal. What you need is a motion to set aside the judgment. Your chances of getting that without the help of an attorney are about zero. They are absolutely zero if you don't have proof that you have filed a complaint with the police and the postal service for mail theft.
