Legal Question in Civil Litigation in California

Am I liable for damages that happened over 3 years ago?

3 years or more ago, I accidently backed into my neighbors 1981 Datsun pickup truck and dented the bumper. We agreed at the time to not involve insurances and he would get back to me with a fee. Never heard anything until yesterday and haven't seen the truck since. He wants to fix it and is telling me that it is the quarter panel?

and bumper. He has another vehicle that I do see him driving and have not seen

that truck since, as he is a divorce father and visits his child on the weekends, so I do

see him routinely and he has NEVER brought it up! Is there a statue(?) of limitation for something like this? Am I still liable for it when it is 3 years or maybe older since this happened?

He has 3 years from the date of the accident to file a lawsuit or he is out of luck.
