Legal Question in Civil Litigation in California

neighborhood watch program conduct

Hi , recently our association developed a NWP and one of the Captains of our alley is taking it a little to far , everyone that comes to the alley , their lisence plate# is wrote down and called in . I was curious if this is legal/privacy issues that can arise from this? He is a civilan not a peaceofficer .

Yes. I think you are right about privacy rights. Certainly, if anyone is acting suspiciously, one may take further action. It's nice that he is being diligent. Perhaps a little friendly chat with the volunteer would be appropriate.
