Legal Question in Civil Litigation in California

If a Peremptory Challenge (CCP 170.6) is timely filed (for the 1st time) and the Superior Judge refuses to be disqualified, what options are there? 1.) Report him/write the judge up to the California on Judicial Performance; 2.) Serve him with a 170.1 (for Actual Bias/for Cause); 3.) Sue him in Federal Court; 4.) other options?
