Legal Question in Civil Litigation in California

Plaintiff Bias & Prejudice Venue Change?

Need to file law suit outside of my state's U.S. Dist. Court's jurisdiction because of Bias & Prejudice of 7 Federal judges who were given the case by the Chief Judge after the original fed court recused all of its members & sent the case out to two other states. Does anyone know of any U.S. Sup. Ct. or Circuit Ct. rulings saying that a suit can be moved by PLAINTIFF if Fed judges in 3 States have violated due process/Civil Rights & committed criminal acts? I have venue change laws for Defendants but cannot find any for Plaintiff to be able to file in an alternate state to get a court free of bias & prejudice. Have filed in U.S. Ct. of Fed Claims naming the 7 fed judges. Filed with DOJ, U.S. Comm. for Judiciary, etc. on Notice of Felony on the 7 fed judges asking for an investigation.
