Sure you can sue. But who? And why. Scam artists rip off people all the time with pitches like that. By definition, scam artists are not people you'll ever find, or collect from if you do. I'm willing to bet you had to send your money out of country.

That depends. Did you send them the money? If not, then the answer is no. You can't sue (not successfully, anyway) just because you got the letter. If you did send money then you may have a legally sound case, but the odds of recovering enough to make it worth your while may not be very good.

Re: prize scam...

I am sure that the wording they used did not actually say that you had definitely won. Since they send the same letter out to everyone, unless they just close up shop and move elsewhere every month or so, they could not actually state clearly that you won or they would be sued by hundreds of thousands of people [even if it is just 1% of their mailing list].

If it was so brazen to actually say you won, what makes you think you will ever find them in order to serve them with the lawsuit, and after getting a judgment what assets do they have and want to make available to pay your judgment?

Contact the postal authorities, but they probably can not do much as there are to many scams going on.

Re: prize scam...

When you sue, make sure you act as your own lawyer so you don't have to share the money with anyone.
