What is the procedure for obtaining discovery response verifications from a non-English reading individual when the document is in English? What if the individuals spouse can read and write English and typically acts as her interpreter?

It is up to the party responding to discovery to obtain an interpreter and legal assistance in responding, not the party propounding discovery. If responses have been served, but not verified, it is tantamount to no response at all, with the exception of any objections that were timely made.
