Legal Question in Civil Litigation in California

I am a resident of Ca. My grandson is 19 and in the military stationed in Germany. He is married to a 17 year old, who does not have a drivers license, but does have a learners permit.

He is the registered owner of a vehicle. The vehicle is not insured. He has left the vehicle at my house and has asked me to give the car and the key to his wife.Can I refuse to do so on the grounds

that I could be hesld responsible for giving the uninsured car to a unlicensed driver?

This sounds like an accident waiting to happen. As the vehicle has been left in your control, you would be wise to withhold access to it until 1) it is insured, and 2) his young wife has a driver's license.
