Legal Question in Civil Litigation in California

Setting: Mobile home park. Straight up regular mobile home park community where I am an In Home Care Giver for my Uncle and my Mother that live there. They own their mobile and rent the space it sets on. My mother is disabled and does little for herself except to go to the bathroom. My Uncle is diagnosed with stomach cancer and is only expected to live another six months. My uncle's condition has logically enough caused a lot of his family members and friends to come to his home in the mobile home park to visit him. A lot of these visitors are from out of town and are pet owners of dogs. Logically they bring their dogs with them when they come to visit. The rental agreement states that no one renting in the park is allowed to have a dog. I got an attorney and had my mom's dog converted into a service animal so that she is allowed to have her dog wherever she lives. She is not well enough to take care of the dog so it lives with me now. Anyway, back to the point.

When people that are visiting my Uncle or Mother at their home in this park and have their dog in their vehicle, but do not let the dog out of their vehicle at any time during their visit, can the manager come out of her mobile and yell at these people that there are no dogs allowed in the park? Does she have the legal grounds to tell them to leave the park because they have a dog in their vehicle? There are no signs posted anywhere to the public about "no dogs allowed in the park". There is nothing in the rental agreement about visitors having dogs in their vehicles. This manager woman has done this for years to my friends and family and I have had it with her! I would like to know my legal rights in this matter.

Are the people with the dogs in their cars within their legal rights to drive onto the property if they don't let the dog out of the vehicle? Is it legal for the manager to accost everyone and to yell at everyone that comes in their to visit my folks like that? Or does she have to contain herself and put her warning on paper and give it to the tenants?

Can I sue her for harassment?

Sounds like someone should check and see if your manager's rabies certificate is current. If the dogs are in the car and they are not let out then it should not be a problem unless there is some specific prohibition about dogs in car or on general grounds or park .

At some point she will probably contact the lawyers and yo will get a letter which you can respond to but in the meantime just ignore her. Don't pet her either!
