Legal Question in Civil Litigation in California

Last summer my 44year old sister gave me a mountain bicycle. Yesterday she came home from work, went into the back yard got the bike and locked it in her room. I was not home at the time. It is common knowledge in the family that she gave this bike to me. The only statement she made to me this morning was "yes, I'm an indian giver and a bitch". Is this legal? Do I have any recourse? Can/should I file a police report?

Yes, you can sue your sister for theft and start a fight in the family that will never end. Having given it to you as a present, it is your bike. One can not give a gift and then take it back, unless there are stated conditions to the gift that are violated. I am sure she has and will do other improper things to you, so just try to avoid her from doing so.
