Verbal Agreement

Are verbal agreements binding in a Small Claims Court? It was witnessed by two outside parties concerning the purchase of a vehicle. I live in CA and the other person is in TX. I retain the pink slip.

Most types of contracts can be made either orally or in writing. Whether a particular agreement (oral or written) qualifies as an enforceable contract depends upon many factors, and there is no way to say whether your particular agreement qualifies with the limited information you have provided. That your case is in small claims court rather than some other court is irrelevant.
