Can a US citizen get a green card for her sister who is 22 years old if she already got a green card for her mother?

If you are a U.S. citizen petitioning your biological sister, then, yes.

The only issue of having previously petitioned your mother will be that you have to add another person to the total family size, for purposes of determining if you make enough money for the Affidavit of Support.
