Immigration status for my Boyfriend

My boyfriend and I have been dating for 2 years now and we plan to get married in about 2 years from now but i have concerns because he came into the country legally from El Salvador and he is currently with his TPS so he has authorization to work here. I was born here in California and i am an American Citizen. Now i have heard that if i marry him i wont be able to claim him. That if i wanted to put his papers through he would have to leave California i would have to marry him in El Salvador i come back and request to bring him here. I wanted to know if that was true or how that works.

You need some serious advice because the solution you mention will cause you grief and failure. If you plan to marry in two years, why not now? You could do a confidential marriage and then do something more formal in two years. Meanwhile, you have time together as a married couple. While it is correct that he will have to leave, you should absolutely marry him first in the U.S. I would then not file for the green card right away. He must qualify for a discretionary waiver based on extreme hardship to you. The longer the marrige, the more dependency of you on him and the more likely the waiver is approved.
