If you spouse came to USA ilegally (without a visa), there is no process of getting him a work visa or a permit. If you are a US citizen, you can petition for his residency (green card).

If he came to USA legally on a visa and never been deported, then he can apply for a green card. If he came illegally, he will be rewuired to go back to his country to apply for a visa, and that could be a complicated process.
