Legal Question in Immigration Law in California

hi, my mom petition my aunt's family to the US and she received the immigrant visa application processing fee bill invoice couple days ago. She needs to pay the fee before she can move on to the next step such as interview, medical record, etc. The invoice date on the invoice is 8/18/2010 and her unmarried daughter just turned 21 on 7/2010. So my question is can my aunt bring her daughter to the US even though she turned 21 already??? or they go by when this petition is approved instead which can be few months before she turned 21???

In such a case, it may be possible, but there would need to be an analysis of the CSPA to determine eligibility of the over-age daughter.
