Legal Question in Immigration Law in California

My parents came from Armenia in 1998 to US with work visa and naturally brought me with them. I was only 12 years old. The work visa expired after few years and they decided to stay in US. Afterwards, my US Citizen grandmother applied for my dad and his family to remain in US. The process took 9 years. My parents got their green card, but I didn't, since I was out of age. I am 26 years old now and graduated middle school, high school and a 4 year university in US. Does the new Obama law apply to me?
