I was wondering if it is legal to sell a motorcycle to someone without any kind of license even if that person has a co-signer with a license. Also is the bike covered under the dealerships insurance for the first 30 days or until you can show proof of insurance? How exactly does that work?

Don't give any vehicle to an unlicensed person, you could be held liable for their accidents. Don't ever, ever cosign. Dealerships provide no insurance, buyers normally get a 'binder' from their insurance carriers before taking delivery of the vehicle.
