Hello and thank you

I like to know what is the meaning of commercial use

and interstate commerce in order to register a trademark

does buying a product from a different state and selling it with my (mark,trademark)on it qualify as an interstate commerce.

Anything affecting goods passing across state lines may be interstate commerce. Certainly buying and selling across state lines is such commerce.

You need your trademark registered nationally to protect you against infringement in all 50 states, assuming you need such a mark at all.
