Legal Question in Juvenile Dependency in California

Can CPS help me find a placement for my profoundly retarded child?

I have tried everything I can to find help for my disabled child,including using our regional center. His severe behavior has become unmanagable for me, a single mom. It has come to a point of me just trying to keep him safe. The regional center, and local mental health services, have tried, but cannot find a placement for him. I have heard the only thing left to do is sign him over to the state to get him the help he needs. Can I sign him over, yet still be able to have contact with him? Would their be any legal ramifications in doing this? Please, any help you may provide would be greatly appreciated. Thank you.
