Energy Saving

I rent an apartment in Tustin California and the air conditioner they have provided in my apartment is from then the 1970's. It is not energy efficient at all. I waste and spend so much energy when I use it. Can I rquest a new one and do I have the law to back me up on this request?

Assuming it's a window or sleeve air conditioner, put in your own and make up the cost in energy savings in a few months.
