I was evicted and locked out my apartment was told I had 15 days to get my belongings now the apartment manager is saying I have to give them $411.12 to release my belongings Can they do that?

Yes. They can charge a reasonable storage fee as a condition of releasing the property. If it was stored in the unit, the daily rental value of the unit is reasonable.
