Legal Question in Landlord & Tenant Law in California

expired MOU

I am the vp of the local swim team. We were recently involved in reopening our local pool by securing a grant for our city use. Prior to the closing of the pool 3 years ago we had an mou that outlined cost for usage. Since the reopening of the pool we have yet to receive a new mou. The city is currently requesting that we pay a third of the pool's operating expenses. We agreed to do so based upon a review of the budget and the rewriting of an mou outlining our need for hours and usage. We have seen only one budget, and that would put our cost at 15,000/ year. Since we've been told our cost will be closer to 18, 000 / year. Again, no new mou has been offered or signed. Without a new MOU in place, should we be able to cover our cost based on the old agreement of 25/ hour, which means a total cost of 10,000 dollars...at least for the period of time we were operating without a new MOU?

I suggest you resubmit under "Business Law".

This is not really a landlord tenant matter (in which I specialize).

Also, I know there are some special rules for Memorandums of Understanding regarding water usage.
