Non Return of rent deposit in CA

It has been 30+ days since I moved out and the manager (unable to track down contact for landlord) to get my $1400 deposit after 5 years at my former building. What are my legal options. I heard CA is specific.

The landlord has a limited time, 21 days I believe, but certainly less than a month to return all the security deposit or than sum in excess of what he lists in detail are the deductions from the deposit [which can only include matters of damage to the unit]. If he fails to do so, the argument by him that you caused those damages is arred, and you can collect three times the damages you have suffered as to the moneys not repaid.
