can owner sell property after health department sited for violations

The apartment building I live has been sited for numeous violations like heaters not working only 3 out of 16 work

plumbing backing up ceilings falling in due to leking roof

no floor coverings holes in the sub flooring rodent and termite infestation, mold in apartments no screens on windows broken windows. now that the health dept. has been here and wrote them up they have been doing a lot of work on the ext. of the building tat has nothing to do with what the health dept. has sited them for. Can they sell the property to get out of fixing the violations

Generally speaking, absent other facts, nothing would prevent them from selling it (and presumably, the sellers will disclose the violations as part of the sale). The new owners would be responsible for correcting the violations.
