Legal Question in Landlord & Tenant Law in California
I have been renting a room in a house for over a year. My landlord had the heater removed when doing renovations to the house with the intent of installing a new unit later. I have reported to the city now that the house is in violation. I have been told by the inspector that there are actually multiple code violations.
Will the city demand that all the rent that was paid from when the heater was removed is returned?

No. unless you are in a rent controlled area [and the cover single family homes with a single renter], you have to pursue any remedies by yourself in court. You might be able to argue that you are entitled to a discount for the reduction of the quality of the room, but you are not entitled to get all the rent back as it has some value even without heat.
