safe living environment for a renter

I live in a section 8 approved apartment complex however I am not part of that program. A wk ago someone shattered the window on my boyfriends truck (he's in the military&in Kuwait until 2/09) they also attempted to break into my apartment by doing the same to my livingrm window. I work nights and do not get home until 3a.m. I've expressed my concern for my safety to the manager& I inquired about transferring to a vacant unit w/in the complex which is in a more well lit area and in the line eye of a surverylance camera. I was denied and when I asked what the reason was I was told there wasn't one. in addition to the lighting in the area where I currently park is INOP leaving me absolutely no sense of security whatsoever in my comings and going to work. Do I have any rights at this point? Is the management company not legally obligated to provide me with a safe living environment? I am affraid to be in my own home especially at night how can the mgmt. company be allowed to deny my a safe place to live with no reason why?
