tenant - landlord
a garage door is damaged within a rental property, a tenant from let's say unit 5 goes and removes fallen doors from garage from unit #22, besides legal/police officer involved , what can a manager do to make them responsible for their actions.

Manager could evict, sue for damages, and in very unusual cases, make a citizen's arrest.
Grounds for eviction would be criminal conduct, and/or making a "nuisance". He could also sue for actual damages, and collect from a bank account, pay check, etc.
