Legal Question in Legal Ethics in California

My friend was picked up by a taxi - who on the way to dropping her off, turned the cab around, WITHOUT ASKING PERMISSION, OR OFFERING AN EXPLANATION - and proceeded to head elsewhere. When asked what he was doing, he replied he needed to go somewhere to pick somethig up! When she protested, he abruptly stopped the cab and told her to "get out"... She was stunned, shocked and scared - especially, since it was in a horrible neighborhood. Twice she was approached by two sets of different men - she could've been robbed, hurt, or worse, kidnapped & raped!!!

What are the rights of taxi customers?

My understanding is that once a passenger steps into the cab, the driver is required to take the passenger to the destination within the area. Your friend might report the driver to the taxi commission.
