how can i sue someone for swindling? can i go to the police? and can the police issue a warrant for that person's arrest? we have documented evidences like bank transfers and money transfers

The police may or may not become interested. Even if they arrest the villains, you will have to sue to attempt to recover your money, and you would have to locate the villains and the money. Watch out for legal time limits.

Swindling is not a term used in the law. What you call "swindling" may or may not be a crime, or a civil wrong that you can sue and recover money for. Without knowing the actual facts, we can't really give you any guidance.
