Are auto accident reports public record?

Accident reports are "quasi-public" records. Sometimes unless you are a party to the accident, you have no right to review those records. Even sometimes when you are a party to an accident, the police will black-out some of the names of victims or perpetrators of criminal acts. Sometimes you will need a Release signed by the party involved or you will need a subpoena after the civil complaint is filed to obtain the records.
